feat: support PLAYWRIGHT_DOWNLOAD_HOST (#1179) 
This patch starts respecting `PLAYWRIGHT_DOWNLOAD_HOST` env variable
in `playwright` package and it's vendored flavors (`playwright-firefox`,
`playwright-chromium` and `playwright-webkit`).

Fixes #1045
