This is actually doing two things:
* creating `{fragments,modules}/index.md` turns the fragments and modules into
page resources, rather than pages in their own right. We have to update the
shortcodes to match.
* adding `headless: true` means that we don't render the pages.
The net effect is that we don't render pages like
https://spec.matrix.org/v1.4/rooms/fragments/v1-auth-rules/ and
https://spec.matrix.org/v1.4/client-server-api/modules/account_data/.

### Reporting Content
|
|
|
|
Users may encounter content which they find inappropriate and should be
|
|
able to report it to the server administrators or room moderators for
|
|
review. This module defines a way for users to report content.
|
|
|
|
Content is reported based upon a negative score, where -100 is "most
|
|
offensive" and 0 is "inoffensive".

|

|
|
|
|
Servers are free to handle the reported content however they desire.
|
|
This may be a dedicated room to alert server administrators to the
|
|
reported content or some other mechanism for notifying the appropriate
|
|
people.
